KKDİK grants the right to register only to natural or legal persons established in Turkey. A manufacturer located outside Turkey cannot register directly; in that case, registration of its substances must be carried out either separately by each of its importers in Turkey, or centrally by an Only Representative appointed by the manufacturer.

It can represent substance manufacturers, mixture formulators and article producers established outside Turkey; distributors (who only trade) cannot be represented.
A separate representation relationship is established for each manufacturer; however, the processes for different manufacturers of the same substance can be coordinated to provide a cost advantage.
